Son of Richard Shelmerdine, Chairman of Turton UDC 1942-43.

He was Chairman of Darwen Divisional Liberal Party for several years but later grew opposed to Party politics in local government and became an independent Councillor.

Chairman of the Civil Defence Committee and Vice-Chairman of the Highways Committee.
